Improving public services through smarter budgeting

We help district governments conduct needs assessment to determine public services that communities in the districts really need, with a particular focus on the needs of women, girls and marginalized groups. The needs assessments form the basis of strategic plans whereby the district governments set out development priorities- where the budget needs to be targeted, the practical challenges and opportunities to address them in order to improve service delivery.We help districts assess local communities’ public service needs, based on a simple, three-stages approach:


145 Senior district officials from all Six SNG districts in Punjab  trained on evidence based budgeting. 80% of trained official reported increased knowledge & understanding on budgeting processes.

The total  percentage  increase  in  non-salary  budgets is 40%  for  primary  healthcare  and  education  in  6   SNG  districts  in  Khyber Pakhtunkhwa.

Increased non-salary budget allocations in health: 53% in Sheikupura, 48% Bahawalnagar, 37% Mandi Bahuddin, 34% Hafizabad, 17% Vehari and 12% Sahiwal.

22 district Nazims belonging to 22 districts of the province formally trained on LGA 2013 and planning and budgeting processes.
287 local government political representatives including 44 women members in six districts were trained on Local Government Act 2013.
377 district government officers including 8 women officers were in six districts were trained on decentralized planning and budget making.
