Khyber Pakhtunkhwa (KP) is located in the northwestern region. Peshawar is the capital city with largest population. The province internally shares border with Federally Administered Tribal Areas (FATA), Gilgit-Baltistan, Azad Kashmir, Islamabad, Punjab and Baluchistan where as it has an international border with Afghanistan. Administratively the province consists of twenty-six districts. The province is run by provincial government at the center and at the three tiered local government system in the districts.

SNG is providing technical assistance to the provincial government and six districts governments for the improvement of the service delivery. The six focused districts are Haripur, Nowshera, Buner, Karak, Laki Marwat and D.I.Khan. The core interventions of the SNG programme are:

Public Financial Management (PFM)

The SNG’s technical assistance in PFM area spread over three dimensions – assisting the government bring policy reforms that cater the needs of the citizens; helping the provincial finance department introduce effective processes; and making the district authorities prioritize and execute evidence based planning through citizens’ engagement. SNG so far helped the KP province in the following domain:

Governance

Designed to improve governance and address gap in service delivery, SNG has under taken a number of initiatives which includes the following:

Devolution Policy Support

KP passed local government act in the year 2013 and held local body elections in 2015, implementing a three tiered local government system in the province. SNG’s technical assistance helped the province introduce measures and prepare and revise rules and procedures as per the requirement of the new system. The province achieved the following milestones with a technical assistance from SNG.

Strengthening Districts

District governments are center for service delivery to citizens due to their proximity. They, therefore directly impacts lives of the citizens. SNG’s strategy involves working with the district governments to provide technical assistance on need and evidence based planning and budgeting. Key areas of intervention for the districts included the following:

Performance Management and Reforms Unit

To undertake analysis and reporting of the district and provincial departments on quarterly basis and put forward recommendations to the Chief Secretary (CS), and engage citizens in the decision making process, a dedicated unit has been established at the CS office. Key intervention through the PMRU included the following:

Geographic Information System (GIS)

GIS integrated planning processes in district is one of the important technology oriented approaches of the SNG programme. While SNG piloted the GIS in six focused districts, the KP government has adopted the model taking the service to rest of the province also establishing a centralized hub at the provincial capital.

District Delivery Challenge Fund:

Through DDCF the SNG tests innovative ideas to improve education and health service standards in KP. Details of the pilot project tested or being tested are the following:
