The focus of the Strategy is on strengthening key public financial management structures and processes so that by the end of 2020 the Government of Khyber Pakhtunkhwa has established a robust system for ensuring equitable resource allocation, transparent and efficient budget execution and fiduciary risk mitigation, leading to improved service delivery.
The Strategy consists of six key objectives that are to be achieved through 71 reform interventions.

This wide-spanning agenda for reforms calls for a collaborative approach with all stakeholders including government departments, district governments, donors, technical assistance teams, and demand side actors. SNG’s support has ranged from technical assistance for development of the Strategy and implementation of select activities, as well as facilitative role for enabling the Finance Department to lead implementation of the reform agenda and adopt an engaging approach with relevant stakeholders.
Political support for PFM reforms was leveraged through the involvement of Minister Finance, the Provincial Cabinet and a political oversight committee. The approval of the Strategy was sought at multiple levels to ensure complete ownership. It was approved by the Secretary Finance on 16th December 2016 at a Secretaries’ Committee meeting, was endorsed by both the Minister Finance and the Chief Minister in January 2017 before being presented and approved by the Provincial Cabinet on 22nd March 2017.
