Since the beginning of the Sub-National Governance (SNG) Programme, the KP team adopted an effective communication and outreach strategy for its conventional (print & electronic) and digital media. The SNG KP team focussed on the development of knowledge products, including brochures, policy briefs, toolkits, handbooks, video documentaries and quarterly new-letters among others.

As part of its outreach strategy, the SNG KP team developed products to enable the delivery of the following programme-level outputs:

  • Improved Public Financial Management (PFM) and planning systems
  • Devolved systems, processes and budgets better focused on service delivery
  • Supported innovative experiments, some of which have substantially improved service delivery

Citizens’ Budget Haripur, Khyber Pakhtunkhwa

Haripur is the first district in Khyber Pakhtunkhwa to release citizens’ budget document. Taking key information from the district budget to the public, Citizens’ Budget was one of the key intervention under SNG Program which was taking place at the provincial level since 2014. This has now being applied in the districts as well.

DISTRICT GOVERNMENTS STOCKTAKE

The KP Local Government Elections and Rural Development Department (LGE&RD) has undertaken a province wide diagnostic study of the District Governments to assess the situation, identify gaps and evaluate how to course correct and make improvements in the system for better service delivery. This mid-term stock take was carried out with technical assistance from SNG KP.

DIAGNOSTIC STUDY OF V&NCs

This report assesses the responsiveness and performance of Village and Neighbourhood Councils (V&NCs) of Khyber Pakhtunkhwa (KP) and determines the compliance with the provisions of KP Local Government Act 2013. With a technical support from SNG KP, the KP Local Government, Elections and Rural Development Department (LGE&RD) has carried out this diagnostic study.

Internal Audit Policy – Khyber Pakhtunkhwa

This policy is a result of concerted efforts and dialogue within the Government and with other stakeholders has been formulated by the KP Finance Department through a technical support from DFID funded Sub National Governance (SNG) Programme.

KP Citizens’ Budget 2017-18 – English

The first ever Citizens’ Budget in Khyber Pakhtunkhwa was published in 2014-15 by the Provincial Government. Its continued publication every year is a reflection of the Government’s commitment to not only improve citizen’s access to budgetary information but also to promote accountability and transparency in managing public finances.

Khyber Pakhtunkhwa Public Financial Management Reform Strategy

The Government of Khyber Pakhtunkhwa through a technical support from SNG – KP has adopted PFM Reform Strategy for 2017-20 to set out the strategic direction for PFM reforms both for provincial and local governments based on evidential assessment, the institutional reforms landscape, and the underlying vision of the KP Charter of Good Governance (2013). The strategy envisages an enabling legal and regulatory framework for the internalization and sustainability of various reform initiatives lately undertaken by the government, for instance establishment of KP Revenue Authority, KP Public Procurement Regulatory Authority, Right to Information Commission, Right to Services Commission, and promulgation of various other relevant Acts.

Joint Session of Sectoral Coordination Committees under Strategic Development Partnership Framework

In preparation for the 3rd Strategic Dialogue on Development Partnership, the Planning and Development Department Department, Government of Khyber Pakhtunkhwa held 3rd joint consultative session of Sectoral Coordination Committees (SCCs) on January 24, 2017 in Serena Hotel Islamabad, with technical support from DFID-funded Sub-National Governance Programme (SNG).A comprehensive report has been documented and published on the joint consultative session of SCCs covering the detailed presentations on the progress made and explaining the way forward.

The Khyber Pakhtunkhwa finance department has published ‘Citizens’ Budget’ document for the third time. The ‘Citizens’ Budget 2016-17′ presents the provincial budget in simple language, making it easy for common citizens to understand how the budget impacts their lives. The booklet mainly focuses on the simple philosophy of funds’ circulation answering two basic questions: where funds come from and where they go?

Government of Khyber Pakhtunkhwa has published Citizens’ Budget 2015-16 with the technical assistance of SNG. The citizens’ Budget presents the provincial budget in simple language, making it easy for common citizens to understand how the budget impacts their lives. It is expected that the information provided in this document will empower citizens to hold elected representatives and public officials accountable.

Under the aegis of SNG, governments of KP and Punjab published Citizens’ budget , making them the first sub-national governments in Pakistan to do so. This one-pager on the concept and importance of citizens’ budget illustrates guidelines for the production of citizens’ budget including its content and dissemination.

SNG Program worked closely with the provincial government of Khyber Pakhtunkhwa (KP) to support the development of ‘The Citizens’ Budget 2014-15’. This was the first time ever that a Citizens’ Budget was produced in Pakistan, demonstrating an effective way through which the government holds itself accountable to the public.

Annual Review Reports

DFID carries out Annual Reviews of all of its programs to assess progress against program objectives, to check if the program is on track, and to determine if any adjustments need to be made. The DFID Annual Review of the SNG Program 2014-15, was undertaken in March 2015.

Budget Transparency Review Reports

Khyber Pakhtunkhwa (KP) Budget Transparency Review (BTR) assesses the public availability of budget information and other budgeting practices that contribute to an accountable and responsive public finance system in the province. It uses the Open Budget Survey (OBS) methodology to assess the contents and timely release of eight key budget documents in KP and provides recommendations to improve the quality and accessibility of budget information.

Needs Assessment Reports

The purpose of the pilot Primary Education Needs Assessment, Nowshera is to test a combination of approaches and data sources for understanding current levels of education service provision, access and outcomes, and to identify needs and recommend priorities for action, to improve the delivery of education services to the people of Nowshera.

SNG Programme has developed a toolkit to train district level staff to do needs assessment and prepare evidence based-budgets. Preparation of budgets on the basis of evidence of citizens’ needs would ensure that every allocation in the budget is justified, which is a departure from the previous method of incremental budgeting. This toolkit can also serve as a reference document for any user undertaking needs assessments and evidence-based budgets.

Reports on GIS

The SNG Program initiated support and establishment of GIS monitoring mechanisms to enhance the adoption of evidence-based decision-making processes at provincial and district levels. The GIS will initially provide advanced software tools and applications for Geo-education and Geo-health data analysis in the education and health sectors of selected pilot districts, primarily through the use of existing data-sets.

Challenge Fund

The SNG Programme’s Challenge Fund seeks to contribute to the goal of improvement in basic service delivery by providing funds for testing innovative models in health and education sectors on a limited scale. This brief document gives a summary of Round I (Education)and Round II (Health) pilot projects in Khyber Pakhtunkhwa.

Enabling Policy Documents

Integrated Development Strategy (IDS) is the development road map for KP up to 2018. IDS is prepared in a participatory, consultative process engaging parliamentarians, line ministries and departments, development partners, civil society in policy formulation to build ownership of the reform program by Planning and Development Department. The novelty of the framework is to engage development partners to address the issue of isolated and overlapping interventions. For the first time, an effort was made to reach out to development partners to ensure their focus on the government’s priorities.

Strategic Development Partnership Framework (SDPF) reflects a total recasting of the donor-Khyber Pakhtunkhwa relationship – from a traditional donor-recipient relationship to a peer-to-peer partnership. It addresses regional and provincial development challenges, with a clear focus on poverty reduction; inclusive growth achieved through rapid industrialization and better access to more competitive markets; building capacities; sustained service delivery; improved public-private dialogue; enhanced security; and accountable and fair public sector governance.

Sales Tax Survey Report - KP

The Government of Khyber Pakhtunkhwa survey has been completed in three major districts – Abbotabad, Mardan and Peshawar. Report provides a detailed account of this survey, including methodology, approach, results and policy recommendations. It is expected that findings of this survey would enable the province to further improve the process of collection of revenues in services sector. The survey was conducted by Excise & Taxation department with a technical from SNG.

Economic Growth Strategy - KP

The Strategy gives medium term policy level and institutional level intervention as well as capacity building and infrastructure needs in key sectors like energy, construction, agriculture urbanization trade and social sectors. The strategy will be used by the Government as an explanatory companion to the IDS and serving as a detailed guiding document for the growth sectors. Originally developed by International Growth Centre (IGC), the Strategy was later reviewed by the Planning and Development through a wide range of consultations with stakeholders in the government and as well as the academia, civil society, NGOS and private sectors. Sub-National Governance Programme KP provided technical assistance during the review process and the development of the final draft of the Strategy.
