The Sub-National Governance Programme is supporting the provincial and local governments in Punjab and Khyber Pakhtunkhwa for reforms to support them in allocating resources based on need as well as strengthening systems to support better service delivery. Supporting the Planning Department in both provinces, the SNG Programme will address these following critical issues:
- Technical Assistance on the Annual Development Programme and aligning it to the provincial growth strategy targets and sectoral policies.
- Updating Planning Manuals and Annual Development Programme guidelines
- Supporting Local Government Departments in both provinces in the electoral process and developing Planning Manuals for Local Governments
Creating capacity at the local level is a major challenge and with key institutional reforms, SNG will indirectly benefit an estimated 12 million people in Khyber Pakhtunkhwa and 12 million people in Punjab. The programme’s two provinces have a collective 140 million people, who will gain indirectly through improvements in the way provincial governments manage their resources.
