Local Governance

SNG works to strengthen local governance across several districts in Khyber Pakhtunkhwa (KP) and Punjab to improve resource management and service delivery through sector-specific end-to-end policy cycle support initiatives

SNG teams provide targeted support in several key areas:

Planning and Budgeting

Assisting local administrations by refining their planning and budgeting systems.

Resource Allocation

Streamlining budget processes to ensure efficient resource allocation based on policy priorities.

Legislative Framework

Supporting the development of a regulatory framework for crucial local functions, such as land use planning and building control.

Development Alignment

Aligning local-level annual development plans (ADPs) with broader provincial strategies, SDGs, and sector policies.

Key Highlights:

  • SNG helped set up and operationalise District Land Use and Building Control Committees leading to improved land use and compliant housing projects, recovering precious forest land and unauthorisedly occupied state land in the process.
  • Complementing the Land Use Act, SNG supported the formulation of the first provincial Urban Policy and supported the scrutiny and approval of six city master plans with an eye for institutional effectiveness, climate resilience, and gender inclusivity.

Solid Waste Management Innovation

SNG’s end-to-end policy cycle support pilots for Solid Waste Management in Swat and Kasur, have led to significant improvement in SWM service delivery, through the introduction of door-to-door waste collection, in-site segregation, and commercial solutions to waste removal. This has led to the allocation of additional resources by the provinces for upgrading SW equipment, construction of Integrated Resource Recovery Centres, and uptake of the SWM approach by GiZ for adoption in eight municipalities in KP.
