GIS-Based Property Valuation for
Property Tax

Description

This pilot aims to develop a model for properties valuation for the purpose of the Urban Immovable Properties Tax. The proposed solution has combined GIS data, physical survey, internet scraping and the existing ET & NC data to form an econometric model that suggests average fair market value of the properties in various locations. The pilot was implemented in a commercial hub in Peshawar (four areas of different categories), and one commercial hub in Kohat District.

Results and Impact:
  • Better tax valuation of commercial properties resulting in increase in revenue generation for the government.
  • Minimizing corruption through use of technology and removal of manual systems.
  • Increased transparency and citizen’s trust.

Establishing E-payment Gateway System for
0ET & NC Department in KP

Description

To address the issue of cumbersome process of vehicle token tax and Property Tax, the ET & NC Department of KP was assisted through the establishment of an e-payment gateway system launched as the ‘Zama KP’ app. The project was developed in two phases and both of these were launched by the Chief Minister KP. The e-payment gateway has also supported ET & NC Department to centralize their databases; payments can be made through online banking, ATM, phone-pay, and on the bank counter. The pilot is implemented in Peshawar district, however, the system developed under the pilot has the potential of quick scalability to other districts and even other departments. Other departments such as KPRA, Home Department and Land Revenue Departments have shown interest in the replicating of Zama KP in their respective departments.

Results and Impact:
  • There were more than 75000 downloads of the Zama KP and more than PKR 3.9 million collections were made in the first 6 months.
  • Improved ease of doing business, customers’ facilitation.
  • Minimizing corruption through use of technology and removal of manual systems.
  • Contribute to increase public trust and confidence in government systems.
  • Increased system transparency, inclusion and efficiency.

Restaurant Invoicing Management System (RIMS)
in KP

Description:

Restaurants are the important source of sales tax revenue, however, timely and correct reporting of sales data from the restaurants has always remained a challenge. To address this challenge the Khyber Pakhtunkhwa Revenue Authority (KPRA) is being assisted through the development of a web- and a phone-based Restaurant Invoicing Management System that facilitates the restaurants’ customers to book tables or order meals while automatically calculating tax on each sale and directly reporting it to the KPRA. The RIMS system also comes with a full-fledged restaurants management system that will attract the restaurant owners and managers to adopt this system. The system will be piloted in 200 restaurants in at least two districts of KP. KPRA has introduced legal provisions that offer rebates on tax on those sales that are done through RIMS.

Dynamic Financial Data Analytics for Policy
and Governance in Punjab

Description:

Currently, the Finance Department has limited data tools to conduct predictive and forecasting analysis and assess real time budget execution. This pilot involves a comprehensive gathering, assessment and integration of data and analytical reports while tracking down the work processes of finance and the requirements for reporting, budgeting, forecasting and analysis. The project will deliver a fully operating dynamic data analysis, narrative building, predictive and forecasting system for finance department with certain level of access established for line departments. Outputs will include Budget Execution Reports (BER), cash planning and formulating the Medium Term Fiscal Framework (MTFF). This is the first ever dashboard on PIFRA for real time tracking of the budgets. The system has also been presented in federal Ministry of Finance for replication and a discussion is also underway with FD, KPK for adoption.

Results and Impact:
  • Time for developing BER has now reduced from almost two months to a week.
  • Efficiency savings in terms of decreased reliance on external resources.
  • Real-time analysis of budget and expenditures across any/all elements shows actual spending as per allocated budget.
  • Increase in accountability and increased financial efficiency
  • Informed decision-making on execution of budgets
  • Easily replicable for other provinces at very low marginal cost.

Property Tax Innovation through Digital Technology
in Punjab

Description:

ET&NC department introduced a new taxation on highway properties whereas, it lacked the support system to for tax assessment and collection of these properties. This pilot aims to develop a complete system to support the department in creating digital identify of all properties, overlay satellite imagery to identify uncovered areas and manage field staff workplan to cover these areas. It will serve as an operational database of highway properties with both MIS and GIS components including real-time dashboards.

Results and Impact:
  • Potential increase in fiscal space is estimated to be PKR 1 billion in the first year.
  • Reduce workload for field staff, improve efficiency and lower cost of survey.
  • Efficient, effective, and transparent management systems instead of manual ones.
